Set between the Rio Hondo and San Gabriel River channels in the middle of the Gateway Cities, Downey is almost entirely postwar and almost entirely owner-occupied single-family. Downey is one of the more uniform markets in southeast Los Angeles County, which puts the emphasis on the details that separate otherwise similar houses. The northeast quadrant above Florence Avenue holds the largest parcels and the most substantial houses, including the Orange Estates tracts and the streets around the Rio Hondo golf course, where custom and semi-custom construction from the 1950s and 1960s sits on wide lots. Central and west Downey run smaller: three-bedroom tract plans on consistent rectangular parcels, many since expanded at the rear or converted to accommodate extended families. South Downey, nearest the 105 and the Paramount and Bellflower lines, has the oldest and smallest stock and the highest concentration of two-to-four-unit property. Downtown Downey and the Firestone Boulevard corridor carry the condominium and attached inventory, most of it from the 1970s onward, plus newer mixed-use infill. Downey Unified running its own district is a genuine pricing factor against neighboring cities. Value grades upward moving north and east within the city and downward toward the freeway frontage and the industrial edges.

What Anchors the Area
Downey Unified, PIH Health Downey Hospital and Rancho Los Amigos National Rehabilitation Center are the largest institutional employers, with the Stonewood Center, Promenade at Downey and Downey Landing anchoring retail on the former Rockwell site. The Columbia Memorial Space Center preserves the aerospace history, and the Downey Theatre, Furman Park, Apollo Park and the Rio Hondo Golf Club are the local landmarks. The 5, 605, 105 and 710 freeways all touch the city, which is what made it a commuter town in the first place; there is no rail station within the city limits.
Valuation Issues Specific to Downey
Rear additions are the dominant measurement problem in Downey. Decades of permitted and unpermitted expansion mean assessor square footage often understates what exists, and garage conversions and detached units are common, so I reconcile records, permit history and whatever photographs the family can send before settling on gross living area. Accessory dwelling units built under recent state law are increasingly present and inconsistently recorded. The northeast tracts and the standard central tracts are different submarkets and I do not mix them. Liquefaction susceptibility along the river channels and flood mapping near the Rio Hondo belong in the report, as does the basis for any condition conclusion reached without a visit.
