The city organizes itself into eleven planning districts, and they behave like separate markets. Country Club Heights is hillside ground above the water with historic mansions, steep parcels and a scattering of small older cottages on narrow county-era streets. Alberhill sits on terrain reworked by generations of clay and coal mining and now carries the Alberhill Ranch tracts. East Lake is flat, partly built out, largely inside the floodplain, and holds the Summerly subdivision. The Lake Elsinore Hills district gathers Tuscany Hills, Canyon Hills and Rosetta Canyon, which are the big post-1998 master-planned pieces and the ones most likely to carry community facilities district assessments. Downtown and the Historic district keep pre-war bungalows at a density nothing newer repeats. Lakeland Village, just outside the city line but inside the same postal area, is a mix of older lakeside housing and rural parcels on septic. What Anchors the Area
The Lake Elsinore Diamond hosts the Storm, and the Elsinore Grand Prix has run its dirt-bike course through town each November for decades. Aimee Semple McPherson's Moorish-style Aimee's Castle and the 1887 Crescent Bath House, known locally as The Chimes, anchor the historic core. Launch Pointe and the lake itself support boating, fishing and the hang gliding and skydiving traffic off Elsinore Peak. Lake Elsinore Unified serves the city with Elsinore, Lakeside and Temescal Canyon high schools. Ortega Highway climbs west toward Orange County; Interstate 15 carries the daily commute north and south.
Valuation Issues Specific to Lake Elsinore
Three overlays decide most of my adjustments here: FEMA flood mapping around the lake and the East Lake district, very high fire hazard severity on the Alberhill and Horsethief slopes, and community facilities district special taxes that apply in Canyon Hills, Rosetta Canyon and Summerly but not in the older core. Lake view and lake frontage are separate contributions and I treat them separately. Country Club Heights brings nonconforming lots, substandard access and retaining structures that affect usability more than square footage does. Lakeland Village parcels often sit on septic with well or shared-water service, which pulls them out of the city comparable pool entirely.
